নির্বাচনকালীন সরকার নিরপক্ষে না হলে নির্বাচন কমিশনকে শক্তিশালী করেও সুষ্ঠু নির্বাচন সম্ভব নয়। তবে ইসি শক্তিশালী হলে পক্ষপাতমূলক নির্বাচন ঠেকিয়ে দিতে পারবে। তাই কমিশনকে স্বাধীনভাবে কাজ করতে দিতেই তত্ত্বাবধায়ক সরকার দরকার। এমন আভিমত ইসি সংস্কার কমিশনের প্রধান বদিউল আলম মজুমদারের। নির্বাচন কমিশন সংস্কারের রুপরেখা নিয়ে সহকর্মী শাকিল হাসানকে দেয়া সাক্ষাৎকারে এসব কথা বলেন তিনি।

A fair election is not possible even if the election commission is strengthened if the government during the election is not impartial. But if the EC is strong, it can prevent biased elections.
